How can a good and loving God send people to hell?

Yes, God is good and He is love (1 John 4:16). He makes provisions for all to be saved (Romans 2:11) and is not willing for any perish (2 Peter 3:9). God is also a holy, just, righteous ruler of the universe (Isaiah 45:21-22). He gives all men an opportunity to repent or turn back to Him. Man has been given a free will and can choose (Romans 10:13) whether to obey or disobey. There can be no true love without this free will choice. Realize that God has no pleasure in the death of the wicked (Ezekiel 18:23) and is grieved when we reject the offer of His salvation through Jesus Christ. So God does not send people to hell! People choose judgment and send themselves there. God tries to persuade people to come to the saving knowledge of His truth, but He will not take away your free will in that choice. He treats everyone equally and respects their decision.
Our God, who is a God of mercy, is also a God of justice. We must recognize the goodness and the severity of God (Romans 11:22). God is light, and His nature and character cannot allow sin or rebellion in heaven (1 John 1:5-6). Since all men have broken God's moral absolutes we fall short of His glory (Romans 3:23) - we now deserve His justice. God instead offers mercy and grace (Hebrews 4:16)! He prefers it over judgment because God loves mankind (Hebrews 4:16). God offers His love to us, in that while we are yet sinners, Christ died for us (Romans 5:8). He also shows us His love by clearly warning us about His judgment for disobedience.
"In flaming fire taking vengeance on them that know not God, and that obey not the Gospel of our Lord Jesus Christ: Who shall be punished with everlasting destruction from the presence of the Lord, and from the glory of his power (2 Thessalonians 1:8-9)."
Hell is a place for the lawbreaker, and God does not desire for man to go there. Hell shows the seriousness of breaking God's laws and how He values those people who keep them. It is the place for the destruction of evil that was not intended for mankind to be there.
Why do jails and prisons exist on earth? They are designed to protect the innocent from the lawbreakers, or those who prey on the weak. There are consequences for breaking the laws of society if you are caught. God rules and reigns over the universe. He has a kingdom that has established standards so all will benefit and see the highest good. His Word says "thy kingdom come and thy will be done, on earth as it is in heaven." Since He who made us has a right to rule over us, we are required to keep those standards of loving God and our fellow man. So a God that is love and is exemplary must separate out the disobedient. If God does not, He is not an exemplary ruler. Likewise, a government that does not protect its citizenry from evildoers is evil itself.
